China Lifts Brazil FMD Ban: Reshaping Global Beef Trade and What It Means for NZ

Summary

China’s General Administration of Customs (GACC) and Ministry of Agriculture and Rural Affairs (MARA) jointly announced on 29 May 2026 the lifting of foot-and-mouth disease (FMD) restrictions on northern Brazil, effectively recognising all of Brazil as FMD-free. This revokes import bans dating back to 2002, 2005, and 2009. Brazil is already China’s largest beef import source with a 1.106 million tonne quota representing approximately 41% of China’s total beef imports. Combined with China’s existing beef safeguard measures, this policy shift is expected to significantly reshape the competitive dynamics of the global beef trade, potentially allowing Brazil to fully utilise its allocation and expand its market share.

Comment

Brazil’s full access to the Chinese beef market arrives at a pivotal moment. With Australia’s safeguard quota trigger looming and Brazil now able to ship from all states without restriction, the volume pressure on commodity beef prices will intensify. New Zealand’s comparatively modest 206,000-tonne quota becomes a strategic asset in this environment: scarcity creates pricing power. NZ grass-fed beef exporters should resist the temptation to compete on volume and instead lean into the premium positioning that Chinese consumers increasingly associate with clean, natural, and traceable production systems. The safeguard mechanism itself acts as a ceiling that protects NZ quota holders from being swamped by scale-driven competitors.
