China Customs Overhauls Overseas Food Producer Registration Rules, Effective 1 June 2026

The announcement confirms that 18 product categories continue to require registration through official recommendation by the exporting country, including meat and meat products, dairy, seafood, honey and bee products, eggs, edible oils, infant and special-dietary foods, health foods, nuts and seeds, dried fruit, cereals, and casings.

Meat and meat products and edible birds nest are excluded from automatic renewal. Cold storage facilities used for terrestrial animal-origin food and aquatic products must also be registered as overseas storage operators under Article 30.

Operationally, importers must declare each shipment with the correct in-China registration number under the customs declaration field for product qualifications, code 519, and mark intended use as edible. Customs will reject filings that do not match.

Registration applications, variations, suspensions, renewals and lookups are routed through the GACC overseas producer registration system at cifer.singlewindow.cn.

According to the customs explanation published on 23 March 2026, more than 96,000 food enterprises from 178 countries and regions are already registered, and 95 percent of existing registrations will be renewed automatically.

The new regime introduces list-based registration for jurisdictions with mutual recognition, AI-assisted review, and clearer responsibility chains across competent authorities and operators. China also reiterates that no fees are charged for the registration process itself.

注册申请、变更、延续、暂停等手续统一通过 cifer.singlewindow.cn 办理。

根据海关总署 3 月 23 日的解读,截至目前已有 178 个国家和地区的 9.6 万余家食品企业完成在华注册,约 95% 的现有企业将自动延续。

新规同时引入”清单注册”、人工智能辅助审批,并强调注册办理不收取任何费用。

China is not changing market access in a confrontational way — it is tightening the operational discipline around who is allowed to ship, how they declare, and how their records sit inside customs systems.

Most New Zealand suppliers already work through MPI-recommended registration, so the practical risk is not exclusion. The risk is administrative: a missing or mis-keyed in-China registration number under code 519 will simply stop a container at the declaration stage.

The list-based registration channel, automatic renewal for 95 percent of existing producers, and AI-assisted review point to a more streamlined system for compliant suppliers.

New Zealand’s strong food-safety reputation and existing bilateral cooperation with China suggest local exporters are well positioned to use this faster lane, particularly in dairy, infant formula and seafood.

The signal worth watching is the heavier scrutiny on meat and edible birds nest, which are explicitly excluded from automatic renewal, and on cold storage operators along the supply chain.

New Zealand red-meat processors, third-party cold stores in Auckland and Tauranga, and logistics partners shipping into Shanghai, Tianjin and Guangzhou should review their registration status, expiry dates and importer details well before 1 June 2026.

For boards and commercial leads, the practical message is steady rather than dramatic. The direction remains constructive for compliant New Zealand suppliers.

Companies that treat GACC registration as an ongoing compliance asset, rather than a one-off filing, will keep a clearer channel into China at a moment when Beijing is rewarding compliance discipline and consumer-trust positioning.
