Any significant disruption to China trade — whether from policy changes, geopolitical tensions, or domestic Chinese production expansion — would make this target extremely difficult to achieve.

The 14% growth in meat and wool exports is particularly notable, reflecting strong global protein demand and the recovery of wool prices from historic lows. However, this sector remains vulnerable to foot-and-mouth disease incursions, which could shut export markets overnight. The government’s investment in biosecurity infrastructure should be viewed as essential insurance against this existential risk.
