China-Singapore FTA Upgrade Protocol Takes Effect from 1 January

Posted on 01 11 201920 06 2026 by Editor

Summary

From 1 January 2020, the upgraded protocol to the China-Singapore Free Trade Agreement officially came into effect, primarily involving amendments to rules of origin and product-specific rules of origin. A new origin criterion 'PE' has been added for industrial goods and processed products. Meanwhile, the 'China-Singapore Electronic Origin Data Exchange System' was launched in November 2019, enabling real-time transmission of preferential trade data between the two parties.

According to Shenzhen Customs, 1,797 certificates of origin were issued in 2019, valued at approximately NZ$1.61 billion, helping enterprises enjoy tariff reductions of about NZ$8.05 million. Exporters can leverage this policy dividend to benefit from tariff preferences.

Commentary

The entry into force of the upgraded China-Singapore FTA, while not directly involving New Zealand, reflects China's ongoing efforts to simplify rules of origin and digitise data exchange in regional trade agreements. For New Zealand SME owners, this signals enhanced trade facilitation between China and ASEAN and Asia-Pacific nations, which may indirectly affect the competitive landscape for NZ-China trade. On one hand, Singaporean firms will benefit from more favourable origin criteria and more efficient customs clearance, potentially strengthening their export competitiveness in industrial goods and processed products.

New Zealand counterparts should monitor shifts in price advantages.

Commentary in Chinese |
